Lilydale Quarry Redevelopment/Kinley Estate (AmC203yran)
The former Lilydale Quarry (Kinley) is a 163-hectare residential development anticipated to deliver over 3,200 dwellings, together with supporting community infrastructure, a new train station, active and passive open space and a mixed-use neighbourhood activity centre.
Future development is guided by the Former Lilydale Quarry Comprehensive Development Plan October 2021, (Amended August 2022) and associated Comprehensive Development Zone 1, which were introduced into the Yarra Ranges Planning Scheme when the former quarry was rezoned in January 2022.

Former Lilydale Quarry Comprehensive Development Plan (CDP)
The CDP provides guidance on future land uses, built form, timing of new and upgraded infrastructure, and the general layout of roads, trails and public open spaces.

Exemptions from Notice, Decision requirements and Review
The Comprehensive Development Zone 1 has been established to facilitate the efficient and timely processing of all applications that are generally consistent with the Former Lilydale Quarry Comprehensive Development Plan (CDP) October 2021 (Amended August 2022). Applications that are generally consistent with the CDP are exempt from the notice requirements of Section 52(1) (a) (b) and (d), the decision requirements of Section 64(1), (2) and (3) and the review rights of Section 82(1) of the Planning and Environment Act 1987.

Summary of current planning applications and approvals
Infrastructure
Council has entered into a formal agreement under Section 173 of the Planning and Environment Act 1987 with the developer for the provision of infrastructure to support the new development. This agreement covers infrastructure projects detailed in the Comprehensive Development Plan that includes community facilities, drainage, public open space, Rail Trail, bridges and roads.
An agreement between Council, Head Transport for Victoria and the developer is also required for State Transport infrastructure, which is being finalised between the parties.
Affordable Housing
Under the Comprehensive Development Zone 1, the developer must provide a five percent Affordable Housing contribution. This is detailed in the Lilydale Quarry Affordable Housing Delivery Strategy and secured through a binding Affordable Housing section 173 Agreement between Council and the developer. Under the section 173 Agreement, the developer will be providing at least 3.5 percent Social Housing and 1.5 percent Affordable Purchase housing across the site.

Quarry rehabilitation
Work Authority 199 (WA199) applies to all land east of the railway line and regulates the rehabilitation of the former quarry land including filling of the quarry void using the existing overburden on the site. This process is overseen by the State Government – Resources Victoria.

Standing Advisory Committee
The Victorian Planning Authority (VPA) Standing Advisory Committee (SAC) was appointed by the Minister for Planning to consider submissions to Draft Amendment C193: Lilydale Quarry Comprehensive Development Plan, which was released by the Victorian Planning Authority (VPA) for public comment in November/December 2020. A total of 57 submissions were received. A copy of Yarra Ranges Council’s submission can be viewed below.
The SAC held a public hearing (video conference) between 31 May and 10 June 2021 to consider submissions referred to it by the Minister for Planning. The Committee submitted its report to the Minister on 15 July 2021 and it was released to the general public on 29 July 2021. A link to the SAC report is available on the VPA website below.
