Accessible Parking Permits (formerly Disabled Parking Permits)

Victoria is transitioning to the new Accessible Parking Permit (APP) Scheme and online administration system.  

From 30th November our Council will be participating in a Pilot of the new APP Scheme and online system, this means that our residents and organisations who require a new permit or need to renew or replace a permit will need to apply with the new application process. 

The new APP Scheme and online system will streamline the application process, making it easier, simpler and more consistent across the state. The new permit also will better align with the COAG 2010 Australian Disability Parking Permit Scheme (ADPS). 

Improvements to the Scheme include: 

  • introduction of temporary permits for 6, 12 or 24 months;
  • increased permit length from 3 years to 5 years for individuals;
  • introduction of a permanent disability classification, so reassessments are not required for future permit renewals;
  • a new single and secure state-wide permit design that will reduce the misuse of permits;
  • the inclusion of occupational therapists as assessors, in addition to GPs;
  • Double Time (green permits) and permits for organisations will continue under the new scheme.

 

Individual Permit

Step 1.Start your application online

Visit www.accessibleparking.vic.gov.au to start your application. Once submitted you’ll receive an application reference number via SMS*

*To apply or renew online, you will need to provide a mobile phone number.

If you don’t have one or don’t have a friend, carer or family member who can assist, please contact your local council. We will text your application reference to your mobile and you will take it to your chosen general practitioner (GP) or occupational therapist for your functional assessment.

Visit your GP or Occupational Therapist

Take your reference number to your GP or occupational therapist. Your GP or occupational therapist will complete an online assessment and submit your application.

Step 2.Permit sent to you

If your application is successful Accessible Parking Australia will notify Council, who will then mail the permit to you.

Step 3.Pick up your permit 

If your application is successful, you will be notified and you can pick up your permit from Council.

Overview

Disabled parking permits are available for:

  • Drivers with a disability
  • Passengers with a disability
  • Organisations providing transport to people with a disability
  • Temporary condition permit

Eligibility is determined by your doctor. Complete the personal application (PDF, 27KB) with your doctor and return it to a community link. Please note that the applicant is responsible for any medical fees associated with the application.

Organisations applying for a permit must complete the organisation application(PDF, 13KB) and return it to a community link.

Permit Categories

There are two types of permits issued:

Category 1:

  • A permit holder (driver or passenger) is entitled to park in a bay reserved for disabled motorists only.

Category 2:

  • A permit holder (driver or passenger) may park in any ordinary area or bay for twice the specified time.

Conditions of use

If you hold a non-temporary permit, you will receive a renewal document 4 weeks prior to the expiry date of your permit.

It is your responsibility to return the completed documents to council to ensure that their permit remains valid.

Parking entitlements apply anywhere in Victoria.

Using a disabled parking permit

The permit must be clearly displayed on the left side of the front windscreen with the expiry date and permit number visible from outside the vehicle.

When requested by an authorised officer, a driver using the permit must:

  • State his/her name and address
  •  Produce his/her driver's license
  •  Produce the relevant valid disabled person's permit
  •  Show proof that he/she or a passenger in the vehicle is the permit holder
  • Move the vehicle from the reserved place if the officer deems the permit invalid or there is insufficient proof the driver or passenger in the vehicle is the permit holder

A driver using the permit must either be the permit holder or parking the vehicle for the convenience of the permit holder who needs to enter or exit the vehicle.

The permit remains the property of Yarra Ranges Council and must be returned within 7 days of notification of such return being required.

An organisation may hold more than 1 permit but must justify in writing, the number of permits required. An organisation may also hold a trip specific permit.
