Proposed Montrose Quarry Extension

The Montrose Quarry, located at 56–72 Canterbury Road, Montrose, is a large open‑pit hard‑stone quarry and processing facility. The quarry is owned and operated by Boral Limited.

For more than 70 years, the site has been a key producer of rhyolite and rhyodacite, supplying construction materials such as concrete and asphalt aggregates.  In addition to its quarrying operations, the site also accommodates on‑site processing activities, including both concrete and asphalt batching plants.  The Montrose Quarry operates within Boral’s work authority area (Work Authority 100) under the Mineral Resources (Sustainable Development) Act 1990 and the following planning permits are in place for the quarry and processing activities.

  • E/47: Permits quarrying and crushing stone, and erection of necessary buildings and equipment. 
  • E/2222: Allows for quarrying, crushing, storage of stone products, and related ancillary works. 

In October 2025, Boral announced a proposal to extend Montrose Quarry by approximately 12.5 hectares enabling an additional 26 million tonnes of stone to be quarried. This would see the continued supply of hard rock materials from the site for an additional 30 years. On the 4th of February 2026, the Victorian Minister for Planning, Sonya Kilkenny, determined that Boral’s proposed expansion of the Montrose Quarry will require a full Environment Effects Statement (EES).  This is the state’s most comprehensive environmental assessment process and must be undertaken and considered before a decision is made on the proposed quarry expansion. 

Further information on the EES timetable and consultation opportunities will be released by the Department of Transport and Planning in the coming months.
