Yarra Ranges Council has prepared Amendment C226yran to the Yarra Ranges Planning Scheme. The amendment proposes to apply the Heritage Overlay (HO444) to 131 Mangans Road, Lilydale to protect the heritage significance of the site’s buildings and identified vegetation.
The Amendment was on exhibition from 30 October 2025 until 1 December 2025 and eleven (11) submissions were received.
Council considered all submissions at its 27 January 2026 meeting and resolved to refer submissions to an independent planning panel.

Submitters will have an opportunity to appear before the panel if they wish to do so.
Planning Panel
A Planning Panel for Amendment C226 has been appointed by the Minister for Planning to hear and consider submissions. Hearings for the Planning Panel are open to the public.
The Panel Hearing was held on 5 May 2026 and 6 May 2026.

Panel Outcome
The report of the Panel appointed to consider Amendment C266yran to the Yarra Ranges Planning Scheme can be accessed here(PDF, 5MB).
The Panel has recommended that Council adopt the amendment, subject to changes. Council will consider the Panel’s report and recommendations before making a decision on whether to adopt the amendment at a future Council meeting (date to be confirmed).

On the 11th August 2026 Council heard the motion to Adopt the Panel Recommendations.

That Council
1. Having considered the recommendations of the Panel Report, and the officer response to the issues and recommendations as outlined in Attachment 2, adopt Amendment C226yran to the Yarra Ranges Planning Scheme with changes in accordance with the Planning Panel's recommendations, and generally in accordance with Attachments 4-6 to this report.
2. Submit Amendment C226yran to the Minister for Planning for approval in accordance with Section 31 of the Planning and Environment Act 1987.
3. Write to submitters advising of the outcome of Council's decision.
