Understanding planning and development

Planning is about creating plans and policies that guide the use of land and the development of buildings, infrastructure, and public spaces.

Planning rules are set by the State Government and implemented by local Councils.

Planning in Victoria

Learn more about planning in Victoria, how community needs inform planning policies and control and then inform decisions at a local level.

What is a planning scheme?

A planning scheme is a legal document that sets out objectives and policies for a local government area. The planning scheme regulates how land is used and developed. To be approved, a planning permit application must be consistent with the local planning scheme.
