Council have received an application for the development of 65 Quarry Road, Lilydale from the Department of Transport and Planning (DTP). The application was received on the 20 December 2025, and on the 27 February 2026, public notice was provided.

The application is part of the Development Facilitation Program, and the proposal seeks to use and stage development of the Site for 106 warehouses, as well as seek the reduction of the number of car parking spaces required under Clause 52.06.

This application has been lodged directly with the Department under the Delegation of the Minister for Planning.

Clause 53.22 – Significant Economic Development - was introduced into the Victorian Planning Scheme in September 2023 to prioritise and facilitate the assessment and delivery of projects that make a significant contribution to Victoria’s economy. This includes projects that generate substantial public benefit such as job creation, high‑quality urban design outcomes, and efficient use and development of land.

A permit is required to construct a building or carry out works and to remove, destroy or lop any vegetation unless the schedule to the clause specifically states otherwise. To this effect, sub-clause 1.0 of the schedule confirms that a permit is not required to construct a building or construct or carry out works.
