YARRA VALLEY QUARRY EXTENSION PROJECT – 130 McMahons Road, Launching Place and 30 Moora Road, Mount Toolebewong
Council has been advised by the Minister for Planning that the proposed extension of the existing quarry at 130 McMahons Road, Launching Place into the adjoining property to the north at 30 Moora Road, Mount Toolebewong, will not require an environment effects statement (EES) under the Environment Effects Act 1978, subject to the condition that an environment report is to be prepared to the satisfaction of the Minister for Planning and is to be considered in the required approval processes.
The proposed quarry expansion will require a variation to the existing Work Plan and Work Authority 375 under the Mineral Resources (Sustainable Development) Act 1990. A planning permit will also be required for use and development of the land for Extractive industry under the Planning and Environment Act 1987. Given the scale of the project, the applicant may seek planning approval under Clause 53.22 - Significant Economic Development of the Planning Scheme, where the Minister for Planning is the responsible authority for the proposal and the application is exempt from the review rights of section 82(1) of the Act. At this stage, Council has not been informed whether the proponent will use this approval pathway.
