Council received an application for the use and development of convenience restaurants, signage, vegetation removal, bike parking reduction and creation of access to a road in a Transport 2 Zone.

Construction of a single storey building was to occur with a floor area of 226 square metres at the northeast corner of the site for the purposes of an El Jannah 'convenience restaurant'. Additional construction of a single store building would also occur with a floor area of 121 square metres at the southwest corner of the site for the purposes of a coffee shop (Zarraffas) 'convenience restaurant'.

A 6.7 metres wide vehicle access point from Maroondah Highway was proposed along the northeast site boundary. A secondary 6.1 metres wide vehicle access point was proposed along the eastern site boundary, south of the El Jannah building, to Cave Hill Road. A row of car parking spaces (eight spaces, plus a waiting bay) was proposed along the southern boundary of the site adjacent to the secondary access point, while additional spaces were to be provided near the pedestrian entrance to each of the buildings. A total of thirteen car parking spaces were proposed across the site, including one disabled space in front of the El Jannah building.

Each building would provide a drive through facility including canopies over the customer order points. Both convenience stores were to operate seven days a week. The El Jannah was anticipated to operate between the hours of 10am and 11.59pm, while the Zarraffas between the hours of 5am and 8pm.

There was also to be removal of three existing street trees, two along the Maroondah Highway frontage and one within the Cave Hill Road reserve. There was also to be a display of advertising signs.
