Submissions, questions & petitions to Council

Community members are welcome to submit questions, submissions and petitions to Council for consideration. The links below will provide the necessary information to help you make a submission including relevant timelines, online forms and templates. 

Make a general submission to Council

To make a submission at a Council Meeting regarding an item that is not listed under ‘Business Papers’ on the agenda, please contact the Governance team on 1300 368 333.

Submissions about matters already considered by Council or operational matters will not be considered. 

The speakers name and topic of submission to be made at a particular Council Meeting, must be listed on the Agenda for that meeting under ‘Questions and Submissions from the Public’ to be heard.

You must provide your contact details and information about your submission to Governance at least 11 days before the Council Meeting you want to speak at.

You can present material to support your submission such as images, plans, or documents.

Please provide a copy of any electronic material to us by 12pm on the day of the meeting so we can make sure it is compatible with our computer system.

Each submission has a total of 5 minutes to present with time allowed after the presentation for the Councillors to ask the speaker relevant questions.


Submit a question to Council

Complete the form below to submit a question to Council. There is a limit of one question per person, per meeting. A written response to your question will be provided after it has been addressed at a Council meeting. You are welcome to attend the meeting to hear the response to your question and observe from gallery.

Please note: questions relating to items on the agenda or repetitions of questions will not be considered.  

Questions must be received no later than 5pm on the day prior to the next Council meeting to be considered.

Make a submission to an item on a council meeting agenda

At the start of each agenda item, the Chair will invite submissions for consideration from the Public Gallery. Raise your hand to alert the Chair, if you wish to speak to that item.

Only one submitter will be invited to address Council to represent those against the item and one submitter to represent those in favour of the item (or the applicant in the case of a planning item).

Submissions are an opportunity to present a view to Councillors and are not a forum for questions or debate.

Submissions should be respectful of Councillors and staff. A maximum of 5 minutes per submitter is allowed.

Submit a petition to Council

You can submit a petition to Council to show support for a particular issue. Petitions will be tabled and received at the next appropriate Council meeting.

We will notify the lead petitioner of the date the petition will be tabled. At the Council meeting the petition will be acknowledged and referred to the relevant Director for action. As there will be no discussion on the matter at this time, supporters are not required to attend. 

To be tabled at Council the petition should:

  • Be supplied to Council at least 11 days before a Council meeting. A late petition will be accepted up until 5pm the day before
  • Clearly state the issue to be raised on each page, along with the original signatures and contact details of each petitioner
  • Include the original signatures of at least seven different individuals who live, work, study or do business in Yarra Ranges
  • Should not relate to matters already considered by Council or matters relating to operational issues.
