Apply for an excess animal permit

Before you start

You may require a permit if you want to keep certain animals on your property. It depends on the type of animal, how many you want to keep and where you live. 

An Excess animal permit has an annual fee. Each year, Council will send a renewal notice to the licensee.  

You do not require an excess animal permit if you have:

  • a planning permit related to your animals or
  • a domestic animal business permit.

The application fees cover:

  • Community Safety assessment of the application and relevant site inspections to ensure compliance with the Neighbourhood Amenity Local Law 2020
  • the keeping of additional animals – dependant on property size
  • Community Safety education campaigns, complaint response and enforcement action
  • providing Council’s 'Responsible pet ownership' programs.

To assess your need for an excess animal permit, you'll need to provide:

  • the approximate size of your land area
  • the types and number of animals you keep.

If you need a permit, you'll need to provide: 

  • details of the pets, including registration tag number
  • your personal details
  • proof of concession card, if applicable.

Pet registration

The Domestic Animal Act 1994 states all cats and dogs over 3 months old must be microchipped and registered with Council. You must ensure your pets are registered before we can process your application. Visit Register your pet.
