Lilydale Structure Plan

Adopted by Council in 2022, following extensive community consultation, this plan outlines how we will manage growth, facilitate change and guide infrastructure delivery within the Lilydale Major Activity Centre over the next 20 years. 

The structure plan will:

  • Reinforce the role of the Lilydale Activity Centre as a ‘major’ activity centre that will serve Lilydale and the broader region;
  • Further the vision of the Lilydale Place Plan 2019, articulating how this will be implemented
  • Provide Council’s position and an advocacy platform with regard to the Lilydale Bypass and other important infrastructure;
  • Provide the strategic justification for changes to the Planning Scheme within the centre, such as changes to zones and overlays;
  • Guide how the redevelopment of the former Lilydale Quarry and other development will be integrated into the broader activity centre;
  • Define a series of Actions that can be progressively implemented over time
