Heritage Golf and Country Club and the planning scheme

The Heritage Golf and Country Club, located on Hughes Rd, Chirnside Park, was established in 2000 as a major tourist facility.

It includes two golf courses, business convention facilities, and residential accommodation, which Amendment L145 developed. The second golf course is located on adjoining land in Nillumbik Shire.

The planning scheme requirements for this land are unusual, and most of development requires approval under stages one and three of the development plans. Stage two is in Nillumbik.

Accommodation Management Provisions also guide the development. These provisions require all owners and occupiers to be members of the golf and country club and, keeping pets is prohibited.

Proposed Amendment to Stage 1 and 3 Development Plans

On 10th October 2023, Council issued planning permit YR-2020/20 at the direction of the Victorian Civil and Administrative Tribunal for subdivision of the land into five lots, associated vegetation removal, and amendments to the Stage 1 Development Plan in a manner that is not generally in accordance with the site concept plan that forms part of the Incorporated Document of the Yarra Ranges Planning Scheme ‘Amendment L145 to the former Lillydale Planning Scheme (Heritage Golf Course, Hughes Road, Chirnside Park).

Amended plans, including amendments to the Stage 1 Development Plan, must be submitted to the Council for approval before the permitted development commences and before the subdivision.
