Pool registration deadline extended

The State Government has extended deadlines, to give pool and spa owners more time to get safety barriers inspected and certified.

First certificate lodgement deadlines for pools and spas are now 1 June, 2022 (instead of 1 November, 2021), with subsequent lodgement deadlines moved back to June, 2023 and June, 2024, respectively.

The State Government noted the challenges imposed by the pandemic as the reason for the deadline extension, along with challenges finding building practitioners to inspect and certify safety barriers, and fix identified non-compliant barriers.

Drowning is the most common cause of preventable death for young children and, in Victoria, most fatal drownings of young people occur in backyard swimming pools.

Over the last 20 years, 27 children drowned in Victorian backyard swimming pools and spas. For every fatal drowning, there are about six more non-fatal incidents, with about 20 per cent of these resulting in long-term behavioural and learning impairment.

Having up-to-date safety barriers can actively help to reduce the risk of a child getting into a pool area and drowning.

A survey by the Victorian Municipal Building Surveyors Group in 2018 found that about 90 per cent of people surveyed had non-compliant pool and spa barriers, and that generally, owners had a poor understanding of the requirements they had to meet.

In 2019, the State Government introduced the requirement for all pools and spas in Victoria to be registered and certified as compliant with safety regulations.

Owners must have a registered building surveyor or inspector certify the continuing compliance of safety barriers every four years, under the State Government rules.

Registrations will be at a capped cost, which will cover the cost to Council for implementing the registrations scheme.
