Council meeting recap - 12 October, 2021

Item 7.1 - Eastern Region Group Strategic Plan 2021-2025

Councillors voted to note the Eastern Region Group of Councils Strategic Plan 2021-2025.

The Eastern Region Group (ERG) is made up of six councils (Knox, Manningham, Maroondah, Monash, Whitehorse and Yarra Ranges) who work together in partnership for collective advocacy approaches for eastern Melbourne.

Yarra Ranges Council will continue to use this ERG strategy to support its advocacy efforts and strengthen local government partnerships to deliver services and outcomes that are of mutual benefit to the Yarra Ranges community and our neighbouring municipalities.

Item 7.2 - Planning Application YR-2021/312 - 1451 Burwood Highway & 15 Darling Avenue, Upwey

Council voted to approve this planning application, which sets out to develop a temporary car park and vegetation removal at 1451 Burwood Highway & 15 Darling Avenue, Upwey.

The decision also means the issuing of a Notice of Decision to Grant a Permit subject to the conditions attached to the report.

The proposal will provide up to 172 car parking spaces at Upwey High School, providing an alternative temporary car parking availability for train commuters close to Upwey Railway Station, while the reconstruction of nearby Belgrave Railway Station is underway. 15 trees will be removed as part of the proposal

The proposal was assessed in accordance with section 60(1) of the Planning and Environment Act 1987, along with the relevant instruments and policies.

Item 7.3 - Planning Application YR-2021/22 - 266-268 Maroondah Highway, Chirnside Park

Council voted to approve this planning application for buildings and works to construct ten retail premises, three convenience restaurants, five shops and a food and drink premise, signage and reduction of car parking under Clause 52.06-8 at 266-268 Maroondah Highway, Chirnside Park.

Item 7.4 - Draft Procurement Policy

Council voted to release its Draft Procurement Policy for public feedback for a period of 28 days.

It will take into account any submissions made by the public in relation to the policy, before having a report presented to Council in December on 14 December 2021.

The Procurement Policy specifies the principles, processes and procedures in respect of the purchase of goods and services by the Council, including carrying out of works.

Item 7.5 - Health and Wellbeing Plan 2021-2024

Council voted to endorse the Health and Wellbeing Plan 2021-2024, and noted that it will be lodged with Minister for Health, The Hon Martin Foley MP.

Council also noted the contributions of the Advisory Group associated with the Plan, and the community members and partner organisations who contributed to the development of the Plan.

This Plan will set a strategic roadmap for how Council will optimise health and wellbeing across the municipality, through the following seven health priorities:

  • Respond to public health emergencies
  • Tackle climate change and its impact on health
  • Increase healthy eating
  • Increase active living
  • Improve mental wellbeing and social connections
  • Prevent violence against women and children
  • Reduce harmful alcohol and drug use

Item 7.6 - Coldstream Station Draft Master Plan

Council noted the feedback received from the community regarding the draft Coldstream Station Master Plan, and adopted the draft plan after making the amendments set out in the Consultation Table in the report.

Council also supported the progression of this project to the design and delivery phase.

The major component in the draft Master Plan is a pump track that would provide an activity space for young people in the area and also provide an opportunity for younger children, families and Yarra Valley Trail visitors to enjoy riding at a level suitable to their skill level and experience.

Item 7.7 - Growing Suburbs Fund 2021-22 Project Proposals

Council endorsed the following projects to be submitted to the State Government's 2021-22 Growing Suburbs Fund:

  • Yarra Valley Trail Stage 2A
  • Wesburn Pump Track
  • Sustainable Community Buildings
  • Glenvalley Reserve Playspace
  • Carmen Reserve Playspace

Council also voted to give 'in principle', dollar for dollar support from its Capital Expenditure Program in future years for the delivery of any project that is selected by the State Government for the Growing Suburbs Fund.

Item 7.8 - Roma Avenue Group, Badger Creek Declaration of Special Charge

Council voted to approve a special charge scheme for the Roma Avenue Group in Badger Creek for road improvement works as part of the $150 million Federal Government funding for sealing roads within the Dandenong Ranges and surrounding areas.

Item 7.9 - Old Gippsland Road (West of Hillside Court), Lilydale Declaration of Special Charge

Council voted to approve a special charge scheme for works to occur on Old Gippsland Road (West of Hillside Court) as part of the $150 million Federal Government funding for sealing roads within the Dandenong Ranges and surrounding areas.

Item 7.10 - Russell Road Group, Seville Declaration of Special Charge

Council voted to approve a special charge scheme for the Russell Road Group in Seville for road improvement works as part of the $150 million Federal Government funding for sealing roads within the Dandenong Ranges and surrounding areas.

Item 7.11 - Mont Vue, Lilydale Declaration of Special Charge
