Staging
The project has two stages:
Stage One: Brief Concept Design. Open to all eligible artists or creative teams.
Stage Two: Detailed Concept Design & Installation. One artist or creative team will develop a detailed design concept for the project and undertake fabrication and installation of the work.

The successful artist or creative team will be required to sign a Yarra Ranges Council Agreement which outlines standard terms, including copyright.
Program of works and payment schedule will be developed with the successful artist or creative team.

Note: This timeline is indicative and may be altered. Stage 2 will be confirmed closer to the date in conjunction with the Belgrave Library contractor and installation will be dependent upon the final location of the work(s).
Budget & Schedule
The maximum budget is fixed at $20,000 (GST inclusive) and must include all design, manufacturing and installation costs of all artwork(s).
Artists and creative teams are required to identify how they would partition the available budget amongst their nominated site(s). Artists and creative teams that cannot assure the stakeholder panel that they have made a reasonable assessment of the cost of the project will not be considered.
Project Management
It is expected that the selected artist(s) or creative team will undertake all project management associated with their project. Yarra Ranges Council’s Creative Communities department will provide general assistance to ensure the successful delivery of the project.
Contractual agreement
The final selected artist(s) or creative team will enter into a contract for detailed design, manufacture, construction and installation of the artwork(s) for this project. The contract will outline payment stages and procedures in line with standard practice.
Indigenous Cultural and Intellectual Property, Copyright and Protocols
Yarra Ranges Council respects Indigenous Cultural and Intellectual Property rights, including Indigenous people’s rights to their heritage and culture. This includes the principles of respect, self-determination, consent and consultation, interpretation, cultural integrity, secrecy and privacy, attribution, benefit-sharing, maintaining Indigenous culture, recognition and protection.

The ownership of copyright in the works produced on this project will be retained by the artists and creative teams. The artists and creative teams will be required to grant Council a permanent and irrevocable royalty-free non-exclusive licence (including the right of sub-licence) to use the material produced on the project for marketing, publicity and promotional purposes. In the event that the work is required to be relocated or altered, Yarra Ranges Council will consult with the artist and creative teams or their agent prior to any significant action being taken.
Promotion
Yarra Ranges Council will promote the project as appropriate, including, but not limited to, presence on Council’s website and other promotional materials.
Insurance
Before any work is performed on Stage 2 of the project, the successful artist(s) or creative team must have Public Liability Insurance coverage of at least $10,000,000 and must forward a current Certificate of Currency to Council at the signing of the Agreement.
If relevant to the successful artist(s)’ or creative team’s organisation, the successful artist(s) or creative team must obtain and keep in force a WorkCover insurance policy with the Victoria WorkCover Authority as required by the Accident Compensation (WorkCover Insurance) Act 1993, and must forward a current Certificate of Currency to Council. Where WorkCover is not required by the artist(s)
or creative team, Personal Accident Insurance must be obtained and kept in force for the duration of Stage 3. A Certificate of Currency will be required by Council.
Occupational Health and Safety
Stage 3 of this project will require the successful artist(s) or creative team to adhere to any OH&S requirements set by Council’s Health and Safety representative. Such requirements would include as a minimum the completion of a detailed Job Safety Analysis (JSA) and the engagement of suitably qualified and ticketed installation contractors.
